It had taken some persuasion, but the machinery was there, in storage. All that was required was the money and will to use it, and the expertise to bring it up to operating standard. And, of course, more money to defray the cost of moving the components through hyperspace.
But the will was there, and money was available.

“ – The first parts are already descending from orbit,” Chen Hlompho declared to the massive crowd, imagers relaying his words and likeness to everyone in Sol System. He was in Izlabad again, speaking in public again, to show that he was not afraid of being attacked again.
Nevertheless, the security was much tighter despite being unobtrusive.
A huge holoprojector behind the zebra displayed a globe of Terra with three bright points picked out along the planet’s equator. “Three of the biggest atmospheric plants available, the largest two centuries old!” Chen proclaimed. “All three placed along the equator at equidistant points, two on land and one floating in the ocean, designed and ready to be powered up to begin making the air breathable again. It’s happening!” he cried out to the assembled inhabitants. “It’s a dream coming true!”
He paused as the crowd cheered. “My friends, this is great day, and there’s someone who wants to share this moment with you. All of Terra, may I present the Emperor.”
The holographic globe vanished, replaced by the image of a teenaged Indochinese leopard wearing comfortable civilian clothing. He raised a paw and waved. “Hello, everyone,” he said in a diffident tone. “Today’s the first step. It won’t be the last, I promise you. One day, Deus willing, the skies over Terra will be blue again. The water will be safe to drink and the ground fit to walk on.” He put his right paw over his heart. “This, I promise you.”
Vladmir’s appearance had caused some in the crowd to go silent, with a very few shouting curses at the sight of the Emperor. Quite a few applauded what he had to say, even though they were certain the young leopard had been carefully coached.

The imager shut off, and Vladmir sighed. He had written his remarks himself, with only his mother allowed to see them before the live hypercomsat link had been established. Overall, he thought he sounded a little forced.
Still, the sight of the atmosphere reconditioners landing in Afrik, in the islands north of Ostralya, and in the sea west of Sudam heartened him.
