The lore behind the outfit was that after regenerating, the Sixth Doctor (Not Colin Baker, I'm afraid, as the Timeline diverged from OTL!) Was looking for some clothes to wear, he wanted to wear something that fits his color scales and he ends up finding the blue outfit from Real Time and just rolled with it.
