Anyone can mega-evolve these days it seems! Even random peeps like Julius here.

Becoming a big ol' parade balloon totally counts as Mega Evolution anyway, I'm pretty certain on that. Trust me on this. You could ask him about it, but I think he's a little too busy floating up and around. Just gotta wait 'till that big balloon is less literally airheaded, eh... maybe sometime after next Thanksgiving?
