I don't think my players ever learned Francisco Bureau's first name. He was only ever Mr. Bureau. He was also a strange character. A cannibal, but not aligned with the new cannibal god. He was ostensibly able to be an ally or an enemy to the players, but he kinda sat in a gray zone the whole time until his demise at the hand of the new cannibal god. He was seeking to unify The Ebroseme Empire after the emperor had been slain by the players some months back.
