Yeah. if hardware, time and money weren't a limit, i feel like the pokemon company would have attempted something that indepth. Maybe making a whole specialized daycare to breed pokemons with specific trait. Maybe having some dormant and some active traits per pokemon (Basically similar to how no spinda is ever the same in one given playthrough)
