Those two aren't twins; they're perfect lookalikes. The only difference is that one is a runaway prince and the other is a conspirator sent to impersonate said prince, or otherwise get closer to the ruling family in order to wreck as much havoc as possible and enable the rebels back at his homeland to regain their independence.
Currently, however, both guys are trying to half-stowaway on a ship, pretending there's just one of them and taking turns which one is to be seen and which one is hiding from the crew. And that means, when hiding in the crow's nest, only one can let his legs down, which obviously causes a lot of problems to the other one.

Here Peadar (the rebel on the left) bullying Octavius (the prince) into keeping his legs hidden, cause he can.
