It's Auric, and he finally has a ref! (He's usually more serious than this, but it's not like he's unfriendly or anything x3)

Auric was sent from Virtue, the Pokemon civilisation capital of Sinnoh, to help The Winners, Cyn's rescue team, get back on track after it was revealed how much they had been slacking as a rescue team. Through his dedication, they've managed to turn themselves around, and he decided to remain as a full time member of The Winners.
