Unlike Judy (who can be reckless sometimes..... ok, MOST of the time), Holly approaches things with much more caution and finesse.
There's no way she'd willingly approach the dark corners of the city unless a specific investigation points her in that direction.

I can only imagine Holly finding out. "You used the mob to extort information? "Only ONCE!" Thank goodness she doesn't feel the same desire to prove herself as Judy does. Though she might get a bit bored dealing with Zootopia's only small-time crook so often. It'll be interesting what she gets up to next.
