It's a mid-level psyot anthromorph hybrid, most of the time wandering from city to city, hoboing in his car or anywhere he can. An apathetic slacker whose favorite entertainment is studying other people's minds, collecting useful or amusing memories and to psychologically exasperate his surrounding. Frequent roaming in someone else's memory endowed him with a somewhat cynical outlook on life and human psyche. Repulsed by suggestion of any leverage or patronage over himself or, as he prefers to believe, others, but problems and responsibilities inclined to just dodge and drive off over horizon. After robbing you, probably.
All of his youth he spent in a border-zone between Agencies closed city and open world, where he had to avoid exposure as an anthromorph by local human population, so his life was almost exclusively managed by his sister, who was perfectly human-passing. Hybrid between different species, his humanoid mods were botched with phantom mutations. And being raised in isolation on top of everything - left him no chances to have have any sense of belonging or identity for that matter.
Used plenty of alone-time to study mechanics, repair and build gadgets as a hobby/work, using scrap from local town-forming landfill. For easier access to knowledge he delved in the Discipline of mind, and after first time successfully reaching memories of his sister he could experience the outside socium he was disqualified from, which outraged him so much he ran off into open world, ditching his household and going fully underground in order to not invite too much attention from Agency representatives [when it was still operating] for his transgression and unsanctioned use of psiotic abilities. Somewhat later obtained enough data to learn a shapeshifting feat hiding some of his mutations, reducing his risks of detection.
Most of time on the go. A car is his inseparable requisite, not just as a mean to travel, but also as a comfort zone of confined space [regardless of whether he needs to hide or not, the inclination remains] as well as occupation for his technical introverted mind.
