That's what I've been wondering. I've been a little suspicious ever since Ayal, the guardian of the tree nymphs, started acting strange after 'an encounter with the Puppetmaster'.

He also seemingly had less knowledge of his body than you'd expect, not knowing of the dangers of overwatering.
He probably wasn't the Puppetmaster, but he very well could have been a minion, swapped during the war as a spy or something. Ditto the Quetz Queen and maybe others.

Vetra is the Quetz Queen. But Teran hinted at it before (by knowing that Saida was swapped using the stone when he appeared vs the kitsune). Then this entity reinforced that there may be more body swap shenanigans going on than with our protagonists. So the current one may not be the original. It's unknown what they were before.
