Well, absolutely. Sure, she could destroy an entire city, and she could do it in several ways: a massive earthquake, a Dragon Meteor Attack that causes a meteor shower, or simply bury the city underground, or she could summon a sandstorm with the force of a sandblaster, or wash the city away with a sand tsunami, or simply grow in size and do something to the place as a 100-mile-tall dragon... But in this case, she was genuinely scared of a tiny dog 😂😂😂
