name is a portmanteu of "abominable" and "snow", so it alr covers the ugly monster strawman you want to portray
its big and mean and ferocious, the special ability to cause hailstorm matches up the oprressive portrayal of ICE you want to make

what more? there are plenty of evil looking ice type pokemons

walrein (fat with a glow wig and often portrayed with a frown)

regice (faceless so its even harder to empathize)

cryogonal (also evil looking due to the frown and lack of body, like glalie)

kyurem (big and scary dragon)

sneasel/weavile (sharp claws, dark type, malicious expression)

the flat fuck one (i dunno thename i stopped playing after gen 4)

i honestly searched "ice type pokemon" on duck go images and immediately found those

you put a cute, tiny glaceon with a vaguely scared expression (who's also my fav pokemon) against a big, muscular 2x super effective blaziken with a mean expression
without looking at the trainers, this scenario alone makes me want to side for the glaceon and his/her trainer.
