In the story for this Henry's grumpiness is amplified by his already being late for an appointment with his antiquities dealer.

Henry and Sheriff Mac "go way back" so the iguanodon is more than willing to overlook the nonsense that's transpiring in his office, even if he's not in the mood to find it amusing. The dealer on the other hand is a black-hearted tycoon who revels in his ability to squeeze every last drop of value out of his underlings. Obviously he pays well on occasion or nobody'd show loyalty to him, but the last thing Henry wants is to give that pachy another excuse to stiff him.

If this scene were happening in the morning then presumably Henry would have all day to finish his business. In the evening he'd probably give up on Luke (or stash him somewhere) so as to make it to the dealer's house before it gets too late to call on him. As it is, Henry thought he had just enough time to squeeze in this drop-off, so "late afternoon" seems the appropriate timeframe. Besides, the town starts to get rowdy when the sun goes down and Mac would likely be out making his rounds by then.

But I do like the lighting here regardless.
