Actually, he is one of his protégés. DuSang has to pay a respectable part of his loot to be considered by His Excellency as a privateer. That means he can use the royal wharf, the save anchor grounding and the protection while he stays in Montrose.
However, the governor is not to be called an ally or friend, he is way to focused on duty and serving the king, and the fact that duSang is by any means not a nobleman.

Well, privateering means to be part of a non military royal navy. Attacking just any ship except one nation is, in the correct term, not privateering but choosy piracy. That is what my char does, and he also attacks French ships when he can be ensured not to leave anyone behind who could talk. However, real privateers (or Corsairs like they are called after Byron's poem) are just allowed to attack those nations the certificating sovereign is at war with. That is why privateer got unemployed after each war, as their papers discharged, and mostly turned to piracy as well
