She's wearing a one piece leotard or bathing suit in order to perform a task in the lake. Runnic would go him self but he like Sonic isn't too fond of swimming. Of course he can swim, he just doesn't like it.

Runnic swim perfectly fine in this comic,I thought I could make him more relatable to the readers and audience by having a slight fear of the water. I like faults characters who must rise over their fears, and making Runnic a little fearful of the water help us sympathizes with him. Also, Lien-da is wearing a bathing suit in this shot in order to swim in the lake, that why she isn't wearing her original outfit or pants for that matter.

You can't use it infinitely, you can step back like 10 or so actions then you're out of luck XD
