This is a character from the TV series of the same name "My Little Pony. Friendship is Magic".The picture shows one of the secondary, but no less interesting characters named Spitfire. She is presented as a sad, introverted and insecure teenager who is afraid to overcome her hidden fears and fight back against her prejudices.
She doesn't have a badge yet, just because of her lack of self-confidence.
