flour isn't/can't be washed like other plant products and it's also stored at room temperature in unsealed containers for extremely long periods. it's not uncommon for it to be carrying stuff like e.coli, so it shouldn't be consimed raw. so, in the rare cases you're going to put it straight into a food that isn't going to be cooked otherwise the flour should be cooked/toasted beforehand.
