Westley was an intern working at the Ocean Research Station, with dreams of one day becoming a scientist. One day, he was approached by the Sylveon morph known as Catrine and offered the chance to become a Vaporeon morph. He decided to jump at the chance completely.

As there's no real official statement in regards to what a Vaporeon's skin is like, I like to envision that they have a very dense, short coat of fur like a seal~
