Chief Gershom the Eyes of Investigation
Gender: Male
Background: If the Claws are the Soldiers of the Southern Empire, and the Fangs are the Guards, then the Eyes are the Police and Investigators. Gershom is the Chief of the Eyes in the capital and is closely involved in Child Services across the Empire, after all lost children go missing all the time lately and there are some dragons who consider children without a home Very Valuable.
Yeah he's absolutely a secret Legion Member hiding in plain sight. He uses his high position to make dragons disappear as the Legion commands, especially potential new test subjects.
Personality: Gershom is jovial and jolly on the outside and entirely coldhearted on the inside. He does a good job at masking his true intentions as a public face acting friendly, generous, and like a protector who cares about keeping children safe. Then behind close doors he has no problem freezing children solid and shipping them off to secret facilities to become lab experiments, and he will use his resources and authority to dig up dirt on anyone to keep them quiet and manageable, even holding blackmail over dragons to make them complicit in his secret child trafficking business
