massive abuse of luminosity and multiply layers in sai x]
Photoshop has lots more effects and filters than Sai, but I'd rather only use effects I can achieve with actual brush strokes, as I can only really wrap my head around digital art as an extension of pencil sketching so far. The blue thingies in back are just sine waves I painted and blurred, copied & stretched a few times on a luminosity layer; the stars are just painted dots; the floor grid is just perspective lines; the mirror effect is just copy pasta & going over with small smudge brush. The glowy bands were just repainted on a separate luminosity layer above the base color & blurred.
