Imagine if dragons were real, and they offered this class but have the person "*transformed into a dragon" and the prerequirements are "dragonese 101" "being a dragon 101"(*, includes how to manipulate the tail and holding the wings, and how hygiene works) and the middle level classes would be structured around the different types of dragons or "flying creatures"
upper level classes are how to use magic and the breathe weapons,maybe advanced flying(they would get their "pilots"/flying license), maybe claws to claw combat,survival training
I could see it being related to other races as well say gryphons. But of course there would be regular classes(maybe manners, and learning to control the instincts, so they don't accidentally decide to rip someone's throat out) beyond your other majors.
Ok this is starting to sound like it could be quite an interesting show, hmm mha mixed with bea-stars, human born(hatched) to two well respected dragons with no dragon traits at all and the city they live in is designed primarily for dragons, and they have to use the tourist transportation to get around, yet they still have to attend the school because their parents think they will tansform during the class and not being the laughing stalk, of the class

So episode one is the info dump, you meet the protagonist, and a few friends(which offer to give them a lift to school, which is shown) given a sort of tour of the world and the city, and is explained they are a space exploration species(and they zoom in on the protagonist, and mental dialog "then there is me"(basically the title of the episode
So basically the only two difference is the protagonist is born human still but hasn't gotten any of the shifter genes. Unlike their friends.
I put "then there is me" as a sort of a " well i got the short end of the stick with genetics", and also as a "fate has other plans, because most protagonist get their thing in dire need and have to learn to do whatever to activate it again(that should be enough of a hint)"
So from what you just said
Episode two would basically be part 2 of introduction explaining things further, father is a prankster, thought it would be funny to shifted into dragon form for the first family picture(mom holding the baby still layed up but convinced to shift)and mom followed thinking of how they will explain it when they get older and start heading to school.
So to the protagonist eyes they were "born" to dragons not realizing that those dragons were their shifted forms not their human form's
So it time skips back to present and they are entering into the orientation of new students(who all expect the protagonist is in their shifted form). The friend offers them to rest on their shifted form to see past the crowd and not get stepped on. Typical "stay in human form and duels between students are only allowed if a teacher is present sort of deal, and sorted into dorms" which of course the protagonist gets bunk/roommates with dragon shifters.

Sounds like a fun idea! It would need its own story, Lucius is a good reason why giving (former) humans magical powers in LIS doesn't work out ;w;
But I def get MHA vibes and I could even see it being set in a medieval fantasy universe where top applicants get to be official dragons of the court or whatever
