I wouldn't say Inigo is a "bad guy", even though he'll wind up doing some bad things.

Truly accepting that you've picked the wrong side is hard enough for ordinary people. Inigo believes in justice, in duty, in honorably defending the system he's devoted his life to. Even when the scales eventually fall from his eyes, it's not natural for someone like him to cut and run. He'll go on thinking he can do something about it.

He can't, and that's the tragedy. To solve an intractable problem you need to be able to think outside of the box, and Inigo has simply spent too long inside his to make the necessary cognitive and moral leaps.

In any event, if you're this close to him you're inside his box whether you wanted to be or not. So when he says get down you should probably get down.
