Abilities: Years of experimentation, programming, and scientific pursuits have brought his body to be enhanced in strength, durability, speed, and mental capacity by natural and unnatural means. His mechanical tendrils are much stronger than he is, and are capable of shooting beams of kinetic force, as are his goggles. The tendrils also possess electrical generative means through the storage of such energy in the back of his chest piece, allowing him to deliver painful and/or pleasurable shocks to his victims. The tendrils can also coil around or hold a target with the strength of a naga's tail. He also has a fifth hidden tendril that is in reserve for extreme situations or problems.

Weaknesses: EMPs might work against him and his gadgets, tendrils especially, but he has insulated them against such means that he may well possesses no disadvantages save in a direct fight with someone capable of overpowering him. He also might be able to get hurt like anyone else, but he tends to not fear pain nor guns, so good luck there too.

Personality: Intelligent, persistent, prideful and a bit vain, but above all willing to do what he believes is necessary to advance his research. It just so happens his research tends to veer into capturing and experimenting on people, superheroes especially. He enjoys matching wits or physical feats with others, be they heroes, fellow villains, or civilians, if they should provide an exciting time. He prefers to try ambushing or catching his targets off guard though, and if push comes to shove, leaves physical altercations more to his partner or his subordinates.

Background: Sapphire Bay, a wonderful resort town exclusively for adults, is quite the idyllic choice for tourists and people looking to spend some time away from the mundane. But it is home to villains for the same reasons, and thus it has grown a heroic population in turn. With most of the usual limits off, it is a common stomping ground for Players of the Game, and usually results in interestingly fun times for all involved. Usually more often the villains at the expense of the heroes, but it can go either way in Sapphire Bay!

Baron Reaver became attracted to this resort town for such reasons, deciding to make it his personal stomping grounds. Yet he was not alone in this, as he would form a mutual friendship and partnership with fellow mad scientist Count Zap, teaming up to terrorize and play with the heroes of Sapphire Bay. Much to his delight, it proved to be a success, and the two villains began to make a solid reputation, especially with a mercenary sharpshooter hired by the goat.
