I remember correctly this is her base form but dragons can alter there shape to a humanoid version because they are more attuned to the tale of tails world. I can't remember the name of it but in the modern-day setting that we see sometimes in their artwork. The ones where we actually get to see faretta in she's humanoid this is due to the fact that the story tales of tails is recreated as a television series with the characters being actors. And their partners are their actual Partners in the modern-day setting. So yeah she's a shapeshifter because of dragon Magic.
