Raki has a chip in his brain that’s constantly blurting out “relevant” information to whatever situation he’s in. A side effect is he often looks like he’s buffering.

(Omega “chips” are less monolithic wafers than networks of artificial neurons. Even so if you were to grab onto its access node and pull they’d all shlorp out at once. Maybe he’s imagining that happening to him.)
