The creator of this character is Swedish children's author Gösta Knutsson (1908-1973), who wrote the books as a protest against the rise of fascism in Nazi Germany and Fascist Italy. It was adapted into an animated film in 1981, and Dom DeLuise (yes, the voice of Tiger from An American Tail and Fagin from Oliver & Company) was one of the voices in the American English dub (distributed by Vestron Video and on television by Atlantic Releasing Corporation). So it's not that this is a mysterious character from obscure lost media (although it's very hard to find the movie nowadays), but rather it's that I'm not sure who owns the copyright to him in the Anglosphere. (At the very least, Piccolo Nero owns the publishing rights to the English translation of the books, but I'm not sure about the films: Vestron's library is now owned by Lionsgate, but Atlantic Releasing's library is now owned by MGM/Amazon)
