“Looks like today’s forecast calls for a high chance of chaos.”

Look who decided to show his sleazy face again. Admittedly, there were a few things that I felt didn’t quite fit his design the last time I drew him, so to remedy that, how about a more up-close and consistent look at this tempestuous terror?
