This is Kaga, an assassin set in the world of battalion wars. If anyone even recognizes that game!
Basically he's from an alternate universe where the Solar Empire and Anglo Isles formed up after their war to deck Xylvania.
The Empire used a terrible super weapon that shattered their public image, but saved the world from Xylvania. Kaga was trained to keep the information of said superweapon guarded closely.
