Jin is pretty shy, so it may not be him. And there are supposedly one or two more hybrids besides the Twins and Jin in Hybrid City (the doctor said there were a couple in the city during the check-up). Jin was just the one who was at the hospital the day of the visit, so he's the first they met.
Pyrotechnics require thought and planning. If you bring pyrotechnics to a competition like that, you clearly know you're breaking the rules.
In Kaya’s case, it was deliberate, but deliberate and a way like performing a victory pose, she was excited, and unleashed her signature.
Still technically against the rules though, and not worth arguing as it probably would have gotten her thrown out.
