In Huzzah, there was a running gag, about the "Star" of J.C. Amberlyn's "out of Oakwood Forest" comic, Rusty the Red Fox Pup. "On Camera" he was a cheerful, and irrepresible symbol of innocence and fun. "Off Camera" he was a Megalomaniacal child star.

RGibson posted a collage, clipped of various images, to illustrate, an at the time popular article (one would call it a "meme" these days) about rules for Evil overlords.

My Legions of Terror will have helmets with clear plexiglass visors, not face-concealing ones.
My ventilation ducts will be too small to crawl through.
Shooting is not too good for my enemies.
One of my advisors will be an average five-year-old child. Any flaws in my plan that he is able to spot will be corrected before implementation.
I will keep a special cache of low-tech weapons and train my troops in their use. That way -- even if the heroes manage to neutralize my power generator and/or render the standard-issue energy weapons useless -- my troops will not be overrun by a handful of savages armed with spears and rocks.

This became fodder for this joke, as Rusty was the perfect villain. The Five Year Old is loosely based on my niece.
