Ah, no. It looks like she wasn't wearing a bra, but she's the central figure in the large panel, wearing the sundress that's now rather too large in certain areas. The straps get covered by her hands in the second part of the TF, but she's wearing clothes.

She's wearing a strapless! With that dress on it would be simply uncouth to show one's straps, natch.

Fair enough. With some of the ladies I know, it was a reasonable guess.
