This is Tesla, he used to be a Brotherhood of Nod pokemon until they turned him into a cyborg. He recieved an ingury that tore off his right hind leg from just above the knee but instead of applying a cybernetic leg to what remained, they took the whole leg off and fitted him with full light weight titanium alloy mechanical leg. He was lucky to have kept his manhood as the metalic armour around his wait does not cover the whole of his left side like it does on his right.

I don't like Jolteons too well but a Jolteon fits this character just right and i gave him a tail as one of the things i don't like about Jolteons is that they have a spiky rear instead of having a tail.
