This is something I had originally scrapped as a sketch (face looked a bit derp to me), but since my Photoshop class was going pretty slow, I figured I'd color this to pass the time.
Also, didn't really think about it when I thought of color scheme, but I now realize it looks like an anthro Densetsu Weed >_> Not a bad thing, but just unintentional :P

It's actually pretty easy! Just drag a picture of a good watercolor image to the top of your picture (make it the top layer). Then just set the layer to either overlay or soft light and mess with the opacity a little. Et voila~! Textures! :D
Another trick is to duplicate the layer (with the same layer properties as the previous one) and desaturate it completely. Then play with the levels (ctrl + L) a bit. This really brings out the textures in the pic.

I will try this out the next time I have watercolor in mind for the image. Right now I have heard people using watercolor brush tool add-ons, but the ones I used might be the wrong ones or very difficult to use for me. This method sound much easier. ^^
