I always liked to think that Luna was actually more powerful than Celestia, considering it took her 10 seconds flat to defeat Celestia upon her release from the moon >.>

That's as much tactics as raw power - she had a whole millenium to make plans within plans and backup plans to deal with anything Celestia could do to stop her.
