That's actually entirely inaccurate. There are no mammals who are "Carriers" of rabies that are immune to it. There are mammals who have long incubation periods, but they still contract and eventually die of the disease.
Secondly, the concept of "foxes can catch rabies therefore all foxes have rabies" is pretty stupid. By that logic, nobody should be around any single species of mammal on the planet, ever, as every single species of mammal can catch rabies. Including humans.
Also, rabies is a viral disease. It does not spontaneously generate in foxes, bats, raccoons, or any other species. Gizmo could only catch rabies if he is exposed to a rabid animal. Just like I can only catch rabies if I am exposed to a rabid animal. In fact, I am at a higher risk of infection than Gizmo is, as he has been vaccinated and I have not.
So really, Gizmo has to worry more about me going rabid than I have to worry about him going rabid.

"Bats are not immune to rabies nor are they predisposed to contract rabies. They are no more likely to contract the disease than any other mammal, but it seems they are much less likely to transmit it. Since they are so small, the disease kills them quickly and they rarely become aggressive. As with any other animal, if you see a bat acting oddly, like being out during the day or walking on the ground, leave it alone."
