This is Felicia Izimori from The Fate Series as she starts, just topless. WinterPixieCat did a excellent job drawing her. The tails are a bushy improvement to what I had originally imagined.
She's a Catgirl/Firefox hybrid, called foenix. Her birth mother is [Leana], and her birth father is [Anahuyu Izimori]
A firefox is a phoenix(anthropomorphic)/fox(anthropomorphic) hybrid, in case you wondered.

Oh really? You do realize she's a firefox/catgirl hybrid, and not a Kitsune, right?
And if tails signify wisdom, Anahuyu (her father) shouldn't have any at all,
and if they signify age, he (Anahuyu) should have countless tails, so many that his tails would have tails.

I didn't start making rules for characters. it's just that multiple tails is generally for kitsune and besides my personal belief is that the fire fox and kitsune are related like I also said stylistic rules like that only apply as far as the artist wants.
Also by the same rules nine tales is village elder level wisdom, the point when any new wisdom attained makes no significant difference, or an age equivalent to the point where another year of age makes no older by many standards.
