There's actually believe to be a reason for that.
Most housepets (dogs, cats) are predator types. They take cues from people based on their own species' social structure, and how a human pays attention to a pet (direct gaze) is considered predatory and shunned. A human's attempt to ignore a pet (looking away) are more sociable, so the animal feels safer there.
