It really depends. Hime and Sweet lolita are very similar but differ depending on the hair style, accessories, and colors.

With the cut of the dress, the hair, and the sleeves in particular, is what makes this hime lolita over sweet lolita.

What really sets Hime and Sweet apart isn't the color at all, you can dress Sweet lolita in blue just fine, same as Hime can be in pink and other colors. I agree that accessories play a huge part but the real difference is the quality and richness of the accessories and what not, tiaras, pearls, diamonds, shine and a really ridiculously princessy look is what Hime lolita is all about. You want to look rich and expensive and that still just looks like sweet to me.

I've seen that same cut of dress in Sweet lolita hundreds of times. I agree that the sleeves aren't really sweet lolita but just that honestly doesn't make it Hime at all.
