This commission took longer than I had hoped, and part of that was because I was experimenting with a better way of constructing the belt loops to hold the tail on with. I think I'm happy with this, though.
The previous way I had the belt loops set up ( http://www.furaffinity.net/view/3425192/ ) had the top and bottom of the belt loop on the same surface of the tube of the tail (the one farther from your butt), and this made them flatted a bit oddly right at the attachment point when you wore them. This way separates the top and bottom of the belt loops such that it pins the opening of the tube to your butt, and the far side of tube is pushed outwards like it ought to be.
Anyway, whether or not that made sense to anybody except me, this way is better. Sorry to the commissioner that it took me extra time to work out, but I wanted you to get a nicer final product.

Though, prototyping on a commission is hard for me, because there's the worry that it won't come out all that well, and also I don't have it lying around forever to stress-test it, and also next time I want to do the same thing I don't have it sitting there in front of me to reference.

It ends up being symmetric; two scales in one row get joined together, and you treat them as a single scale for the row below. Though building the tails I build them upwards from the bottom and expand as I go, so it's just reversed.
