I bet she loves making silly faces. Actually, I bet that's why Rainbow Dash couldn't make the guards laugh by making silly faces at them; because that's exactly how Celestia trains them.

I can just picture her having them line up in the training room while she makes faces at them and goes "Blabbleblabbleblabblebluuuh! Waagh-waaaaagh!" And any guard who laughs has to do 100 pushups.
