Mm, personal opinion I guess.
I just think the way she did the porportions is nice.
If it were a 'fat' character I would probably still like the picture, so long as it didn't look fake and awful.
Like, perfectly rounded thighs with rolls and roll sof stomach fat and thin arms.
^ It's just not attractive that way.
