A good way to get him is to wait beside one of the perimeter walls. When he jumps over it, keep pressing the take-down button (lethal or non lethal). Unless it's a bug they fixed, you um, take him down. It may take a few tries but it can work.
He is a bugger though, took me who knows how many tries on my first time through and even knowing the above tactic, still took me few a few tries.
