I wanted something that would pass SCA scrutiny...but I now know that it just isn't possible without solid center rings.

If we're talking about the same thing, then what division are you building for? Because I know a few people that use mild steel e4-1 shirts that dint have as small an AR rings as yours, and it works fine. Same witheather armor.
