...got the blaster as a birthday present, helmet was made by my dad several years back, aaaaaaaaand the only thing I really did were those plates, which're actually nothin' more than painted cutting boards.
...howevever, I've got the templates, so I can remake this later down the road. (This was the backup costume for Halloween, mine was put on hold because it wasn't shaping up, I'll throw some pictures up of it in a bit though)

Oh god I'm crying.
...but they're actually kinda cool, the novelty wears off once you finish pretend-blasting everything into burning bits though. However, I gotta remember, it lights up, has decent-ish sound effects for a toy gun (far and away better than the WEE-OOO-OOO-OOO-WEE-OOO-OOO-OOO shriek-fest and other sounds of generic toy guns)...aaaand that I can totally wave this around at massive costuming events without getting tackled by the police.
...instead just respectfully asked to quit being obnoxious =(

But, that's an entertaining notion, a flat spray, and then some detailing and weathering could get a pretty, mostly authentic-ish look.
I'm not sure about their exact scale though, I haven't watched The Empire Strikes Back or Return of the Jedi in a while...nor any good stills. I'll say this though, I like the sawed off blaster than the E-11 blaster rifle-toy, it doesn't look much like the one actually used by the Stormtroopers in the movies or games.

I think most of these things have the original size. Just the colors...so bright...ugh. Why did they not some in black. Or completely with the original colors. This would look much greater.
Hell, maybe I´ll buy a stormtrooper blaster, paint it in the correct colors and make a display weapon out of it. ^^

Like you said, definitely a cheaper (and easier) alternative to making one from scratch.
But, to answer that...last thing the US society wants is little Johnny getting "blasted" by the boys in blue because he was demonstrating Han shot first.
