Penance only goes after those who hurt or abuse kids in any sort of sexual manner. Helping kids was not her original plan, but she changed her mind after a particularly horrifying event.

Wouldn't really surprise me if halloween exists in the world she lives in, that this would be the day she would fool around with a lot of the ones she wouldn't normally mess with.
