No, that a normal digital painting. A matte painting is a mixture of photo manipulation and (over)painting. One combines elements from a plethora of photos + painted parts and details to create a photo realistic scene. It's a technique commonly used in the film industry to use as backgrounds (:

Matte paintings are simply backgrounds of locals that don't exist. You can use a vast array of techniques to get them. But they don't have to include photo manipulation :)
