I got some idea for a short story. The thing is, that the girl was double agent whom worked for both Team Rocket and Pokemon Police Force. If you remember from the movies, there was a secret laboratory in which Mewtwo, a genetic Pokemon was created.

The girl was sent for a mission to scout information for the PPF. Instead, she decided it would be a good idea to get some souvenirs while she was at it.

Too bad for her, when she was trying to escape on boat somebody noticed her. She got shot at by Team Rocket member and when she fell the vial with Mewtwo DNA code has broke...
