Above the layers, there are a few click-able boxes: 'preserve opacity', 'clipping group', and 'selection source'. Just tick the box for clipping. And the folder is to keep the shading and lighting on just the eye, which is why they are set to clipping group (the pinkish/reddish bar next to a layer).
