Japan has been doing fursuits right for a while now.
But japanese people tend to have a better work ethic I think, since they are taught so strictly at a young age as where in american schools its usually only private schools that lay down such strict learning laws, so they seem to put a lot more time into projects like this, rather then doing the common american thing and trying to create one as soon as possible on as small as a budget possible just so you can show it off, mostly with sans real style appeal. The Japanese seem more conservative about showing their work also, thats my theory anyway.

that's a really gross generalization. it's not accurate either. there will always be people who take pride in their work in any culture, as well as people who don't give a shit. to go as far as to say it's the school system's doing is just laughable. you are right that japanese people tend to have a better work ethic, because they HAVE to. they have the longest work hours in the world and the society is still competitive economically (vs. the USA where the class differences are so huge people don't bother trying anymore).
