There's this collab happening on dA involving some wacky plot that concerns Pokémon who were cloned by Team Rocket, and the clones could be programmed to follow their orders to the letter without fail. After all, legitimately bad Pokémon are worse than Pokémon with bad masters.
Well, this is not part of that collab, so screw off. >:V
It just made me remember I've kinda wanted to create a Rocket mon for the longest time, and I've also separately wanted to make a Spinda character. So guess what, I slapped the two together. Huzzah. :3
Don't really have a name or story for him, though. He's just for kicks right now. Pssh.
